The race leader — powers
RF Online has three races: the Bellato Federation, the Holy Alliance Cora and the Accretian Empire. Each elects a leader, the Patriarch.
The race leader's greeting
The race leader can write a greeting or announcement that every member of the race sees when they log in.

The command is $race leader nickname text, available to the race leader only. As the example shows, the message appears at every login in the form [race leader] XXXX : text.
Extra abilities of the Patriarch
The race leader's mark. Available to the race leader only. Hold Ctrl and click a character of another race or a monster and a red arrow appears above them; the target then shows on the radar.

If the target is off screen, its direction shows as a red arrow on the radar, and clicking the arrow selects the original target. One person can hold the powers of party leader, guild leader and race leader at once.
Marking a route. Ctrl and right-click on the map places red flags. There is a 180 second cooldown, it works only inside the mine territory, and the flags are visible to your own race only.
Extra abilities of Archon A, the Archon the Patriarch appoints
Setting the auction rate. The rate can be adjusted every day without limit, but once set it cannot be changed for an hour. It can be changed up to 23 times a day, and whatever stands at midnight is fixed; the rate in force is the one set at midnight.
Archon A may change the rate freely throughout their term of seven days. At midnight the pending rate becomes the live rate for the day, and these settings hold until the next election. The function is not available to Archon B.
How the auction percentage is earned
If the race wins its task, the war for the mines: the auction percentage of the losing race is paid out, and the arrangement holds until the next battle is decided.
If the race fails its task: the losing race's auction percentage passes to the leader of the winning race. The losing race's rate stays as Archon A last set it, and Archon A can still change it, taking effect at midnight. While defeated, the race leader earns no auction percentage. The arrangement holds until the next war for the mines, and the rate can still be adjusted daily without limit.
What each office is worth
Patriarch: defence and attack both increased by 30%.
Archon: defence increased by 50%.
Attack Officer: attack increased by 20%.
Defence Officer: defence increased by 20%.
Support Officer: the right to use Senate skills.
Senate skills
These are used by clicking the button, with no target selected, and they act continuously on every character of the officer's race within range. Skills granted by support officers do not stack with ones already in place, and they show in the upper left of the radar.

A positive skill raising attack and defence by 20% for every player of the officer's race nearby. It lasts 1,200 seconds and drains 300 FP and SP per second from the Support Officer who used it.

The nuclear missile
The Patriarch and the Archons may use a nuclear missile, but only the Patriarch can buy one.
Using it needs the Senate command rod, sold by the Hero NPC. At most 3 missiles may be bought per day, each costing 10,000,000, and only by the Patriarch. A nuclear missile cannot be listed at auction. Detonating one earns the Patriarch status points and PvP points.
Once you hold the rod, click the nuclear missile in your inventory. A crosshair appears; aim it at the place you want to strike. It cannot be used while invisible.
Ten seconds before impact, players of other races are warned. Four seconds before, the marked spot becomes visible to them. At the set moment the missile falls, and characters in the area can see it coming. Every character of another race inside the blast radius dies; characters of the Patriarch's own race do not. It affects no monster and does not affect a chip terminal. It cannot be used indoors, although a blast outdoors does reach into an interior that falls inside the radius. The cooldown is 30 minutes.
Afterwards: characters killed by the missile suffer its effects for 5 minutes after they revive. During that time drivers cannot use a MAU. Clearing the effects requires an anti-radiation capsule, sold by the Hero NPC.
What you need

Nuclear missile, 10,000,000 in race currency, Patriarch only.

Senate command rod, 3,300,000 in race currency.

Anti-radiation capsule, 1,078,000 in race currency, any player may buy it.
The right to impose punishments
The Patriarch may restrict what a character of their own race can do.
After the command @restraint_1 (up to 3) _[ID]_[text], a voting window appears for 5 minutes on the screens of everyone in the race, for or against the restriction. After 5 minutes the result is shown as a percentage. If most voted against, nothing happens. If most voted for, a message naming the character and the measure appears across the race for 5 seconds.
Chat restriction. For 3 days the character cannot use general chat, map chat and the rest, only ordinary white chat.
Discipline. For 3 days the character can be attacked by their own race without a Chaos Potion. Their name shows in violet to their own race, though unchanged to other races. During this period they cannot use a Chaos Potion and cannot join a guild.
Party ban. For 3 days the character cannot join a party.
